5.3 Public Policies

5.3.1 Boulder County

The following excerpts are taken from the Environmental Resources Element of the Boulder County Comprehensive Plan (Boulder County Land Use Department 1995). A more exhaustive list of County wildlife planning policies is found in Appendix 5.2. Wetland policies are discussed in Section 3.7.2.

Wildlife Habitat

ER 4.03.01 Land use proposals shall be evaluated taking into account their proximity to critical wildlife habitats and critical elk range/migration routes. Dependent on the scale of the project and the scope of the project's potential adverse impacts, the applicant may be required to complete a report addressing the proposal's impacts on the wildlife habitat. The Boulder County Land Use Regulations shall require such a report which shall include recommendations for mitigation of said adverse impacts.

ER 4.05 In the environmental conservation areas designated on Map Sheet #4, the County will encourage, and to the extent appropriate, participate with the various public and private owners in the development of coordinated management plans to conserve and protect the value of these areas for wildlife.

5.3.2 Forest Service

Excerpts from the Revised Land and Resource Management Plan that are pertinent to wildlife issues in the Planning Area include the following. A more complete list of policies is found in Appendix 5.3.

Biodiversity

39. (Forest Plan Goal) Maintain and restore where necessary, habitats of sufficient area and appropriate spatial pattern, to minimize the adverse effects of human-caused fragmentation.

Special Habitats

41. (Forest Plan Guideline) Protect communities of special concern such as: talus slopes, caves, springs, seeps, wetlands, aquatic habitats...late successional forests...

45. (Forest Plan Goal) Habitats for federally-listed threatened, endangered, and proposed species and regionally-listed sensitive species are protected, restored, and enhanced. Habitat on National Forest System lands is managed to help assure that those species, whose viability is a concern, survive throughout their range, that populations increase or stabilize, or that threats to populations are eliminated.

Thorodin Geographic Area: Goals and Desired Condition

Emphasize the maintenance and enhancement of flora and fauna throughout the area.

Management Area Direction: 3.5 Forested Flora and Fauna Habitats

Theme: Management emphasis is on providing adequate amounts of quality forage, cover, escape terrain, solitude, breeding habitat, and protection for a wide variety of wildlife species and associated plant communities.

Desired Conditions: Physical/Biological

Provide quality, all-season habitat for wildlife species. Increase or maintain plant communities and structural stages which provide quality foraging areas, cover, and areas of solitude in patterns across the landscape.

Desired Conditions: Social

Provide dispersed recreation opportunities outside critical periods for wildlife. Restrict recreational use to the extent necessary to protect the values for which the area is designated...Do not encourage non-motorized use during critical wildlife periods.

Standards and Guidelines

  1. (Forest Plan Standard) Maintain or increase habitat effectiveness, except where new access is required by law.

  2. (Forest Plan Standard) Discourage or prohibit human activities and travel, where needed, to allow effective habitat use during season of primary use by elk, deer and bighorn sheep (at least the minimum periods of May 15 through June 30 for elk calving, June 1 through June 30 for deer fawning, May 15 through June 30 for bighorn lambing, and December 1 through March 31 for wintering deer, elk and bighorn.

  3. (Forest Plan Standard) Discourage or prohibit human activities and travel, where needed, to allow effective habitat use by other wildlife species, especially during the seasons of birthing and rearing of young.

  4. (Forest Plan Standard) Do not construct new roads except when they contribute to improving habitat or providing legal access. Obliterate any temporary roads within one year following intended use.
