9.4 County Comprehensive Plan Goals, Policies and Designations

A detailed list of applicable policy statements is included in Appendix 9.4. These statements come from both the Transportation and Mountain Planning Elements of the Boulder County Comprehensive Plan. The most relevant statements are summarized below.

Transportation Element

Objective: to coordinate the transportation policies with desired growth and development patterns in the County and within the regional context.

TR 1.01 Roadway improvements shall be programmed only after appropriate studies have shown the need for repair, increased safety or carrying capacity.

TR 1.02 The County shall coordinate with local residents, other town, city, county, regional, and state agencies in the development and implementation of the transportation plan.

Objective: To develop an efficient, safe, and cost-effective road network which separates traffic by function.

TR 2.01 Safety improvements, including appropriate signing where possible, shall be made in anticipation of problems rather than reaction to them.

TR 2.05 The minimum level of 500 vehicles per day, average daily traffic, shall be attained before Boulder County will participate in the paving of County owned gravel roads.

TR 4.01 Mechanisms, including on-site signs, public notices, public meetings, and consensus building shall be employed to inform and solicit response from residents and users before action is initiated on transportation improvements.

TR 5.01 The County's investment in the existing roadway system shall be protected by emphasizing maintenance of existing facilities over the provision of new facilities. All new County facilities and developments should be designed to minimize future maintenance costs.

TR 9.01 Every effort shall be made to preserve mature trees, landscape plantings, and other elements of the natural environment during the design and construction of road improvement projects. Where disruption of the natural environment is unavoidable, special techniques, including rounded slopes, erosion control, reseeding and revegetation shall be employed to return roadsides to their natural state.

TR 9.02 In mountainous and other scenic areas, road, bridge and other transportation improvements shall be designed to enhance and protect the natural environment.

Mountain Planning Area Transportation Policies

MPA 3.01 The County shall establish a consistent process through which to assess the on-site and off-site impacts of construction of new public roads or major improvements to existing roads prior to decision-making. This process shall include capital improvements programming, and requests for public involvement in the formulations of future road improvements and designation.
